It describes the conditions of learning and the different skills that are important for successful communication, it also provides the common reference levels in order to ascertain learning progress. It therefore provides a foundation to describe the use of language for all foreign languages. The CEFR deals with the development of curricula and discusses various examination formats. It was produced for the Council of Europe, Commission for Cultural Cooperation and published by the Goethe Institut, the Ständige Konferenz der Kultusminister der Länder in der Bundesrepublik Deutschland (KMK), the Schweizerische Konferenz der Kantonalen Erziehungsdirektoren (EDK) and the Österreichische Bundesministerium für Bildung, Wissenschaft und Kultur (BMBWK).
